It fits the Memory Implant slot of a commander, and only Blaque can use it.

Each copy comes with random attribute bonuses: 2 attributes (100%). Each bonus is one of:

When fitted by Blaque: Divide and Conquer Chance increases by 5%, and after any commander from either side Deal Damage, there is a 100% Chance to increase the target’s Received Damage over Time by 3.8% for 2 turns, Stack up to 5.
